Abstract: The "Solar Opportunity and Local Access Rights Act" (SOLAR) "The legislation would require utilities to credit their customers at retail electric rates for supplying excess solar power to the grid."

Basically this legislation will make anyone with a solar generating device (solar panels, etc.) a producer of public utilities and have the ability to sell power back to the grid.  It would also prohibit the restriction of rooftop solar solutions and set a cap on Licensing Fees.

This is a fantastic step forward in distributed natural energy solutions and requires all the backing it can be given.
